WebBorderlands 3 does have a feature called mayhem mode where all enemies scale to your level and any quests not picked up will also scale to your current level. Mayhem mode is unlocked after beating the game. There’s no real reason to go to tvhm because of this. My recommendation is just do what side quests you want.
